I no longer read the cover letter SF98vrm to order the hipers separately.
Too much work.  Now I just order the hiper group ptf.  To see which group
ptf to order for you version of OS to get all hipers check out:

I've also run into problems loading/applying groups before cumes. Often
there are far too many pre-reqs for group PTFs that are in the cumes and
need to be loaded first. I'd suspect similar problems might show up for
HiPers, but haven't seen any.

However, I've rarely loaded/applied HiPers since nearly every one I've
needed has been on the cumes I've installed or has been found by Service
Director or similar.
