Often there are far too many pre-reqs for group PTFs that are in the cumes and need to be loaded first. I'd suspect similar problems might show up for HiPers, but haven't seen any. However, I've rarely loaded/applied HiPers since nearly every one I've needed has been on the cumes I've installed or has been found by Service Director or similar.
