If I understand your question correctly, the answer is no.

API documentation can be found either through the InfoCenter or through the 
on-line library for whatever release you're working on.

Start here:

  http://www-912.ibm.com/

Then follow the "Library" link in the left-hand navigation frame.

Perhaps even better would be a Google search on something like "as400 api 
parameters" with the search limited to ibm.com.
