Doesn't the RUNRMTCMD suffice?  In any event, I don't believe you need the
source for these commands.  Seems this can be done strictly with FTP.

I started on a project to do this for a client, but never finished it.  Been
meaning to refresh my memory on the thing, and if you want to take the FTP
route I can post something on it (although maybe not the code).
