What you describe above is not an open relay. A non-open (closed?) relay will accept incoming mail from any address (assuming no other restrictions) that is destined for the domain that the server serves. It will not accept incoming mail for domains not under its jurisdiction. If what you said above were true we couldn't send mail to each other.
