?20? is a numeric value which might be 1 4 7 etc. based on the code you
shared.
Let's suppose the current value of ?20? is 4
??20?? becomes ?4? or parameter 4 whose value might be 'L'
notice you sometimes need to put alpha values inside quotation marks.
so IF ??20?? = 'L'
means if parameter 20 is currently equal to 4 & if parameter 4 currently 'L'
do you get my drift?

Do not look for double question marks.
Look for substitution parameters.
