I don't really want to speak for Brad Stone or Bob Cancilla, but I think that our approaches teach and simplify Web development for new applications. You may be able to use varying amounts of existing RPG or COBOL code, but you must (get to) design new screens. My goal was to make it as easy to build a Web application as a 5250 application.
