I've never been able to do a complete option 21 restore when a
FSIOP/IPCS/INS being involved.
The workaround at OS400 V4R4 was to restore everything first then look
under the /QFPNWSSTG folder and
delete the objects. Then create the *SVRSTG using crtnwsstg cmd and then
restore only those objects from the backup again. Looks like the rst cmd is
unable to determine the difference between "normal" folders and "*svrstg"
-folders.
