The first thought that jumped to mind was that yes, a larger box _could_ support more users, or it could just be used by a single user who wants a special job (like weather simulation, war game simulation, etc) to finish sometime today. So in that sense it doesn't cost more because it will support more users, it costs more because it can do more work in a given period of time. Just nitpicking after walking a mile with my trick-or-treating 4-year old...
