You're probably correct that you're stuck. You actually want to sort on the 
information (size) that you have encoded into the character scheme rather than 
the characters themselves. Although the information is the same on both 
platforms, the characters are weighted differently, hence the conflict.

Avoiding this issue was a problem for the database designer long ago, but the 
problem wasn't addressed.
