There are multiple answers to your question.  The basic answer is that
MI still works at QSECURITY level 40 and above, it's just that some MI
instructions are privleged and or blocked because they could be used
to circumvent security.   The majority of MI instructions are still
allowed at QSECURITY level 40 and 50.
