This is pretty much the whole reason the TN5250E standard was brought into being (device name selection based on info such as username). Simple TN5250 just doesn't send enough info for the server to make intelligent decisions. Note that an exit program does not have to honor the request to bypass green-screen signon; it can still force a signon panel if programmed to do so. (Whether that's wise is a separate question.)
