If I recall correctly, %LEN always sends the length of the field, not the
data.  To calculate the length of the data, I believe you can say
%LEN(%TRIMR(<field name>)).

This is what I do when I want the length of the data in fixed length fields,
but I've never messed with variable length fields.

The SocketData field that holds the data
portion of the packet is defined as a variable length field and we specify
the length (%len) of the data string on the send function, but no matter
what we do, we can't get the program to send the actual length of data down
the line.
