Seems like a very limited market if transport isn't an issue. Reasonable authority settings should be otherwise effective, unless encryption is intended to block high-authority users. But a high-authority user quite possibly can intercept any key when it's entered... unless you've implemented some means that protects the key as it passes between the user and the algorithm.
