QLMTDEVSSN was put in to replicate a mainframe function. If you want something more sophisticated, you need to do it in your own initial program. The QLMTDEVSSN system value set to 1. The LMTDEVSSN parameter is set to *SYSVAL in user profile. If the user has an active job, the system does not let the user in. It is fine. When the user has a disconnected job, the user can log on. It seems the system does not check the disconnected jobs. How can I solve this problem?
