David,
I might try it on a test machine, this is production. This is probably what
happened, I just thought it was strange that QHST didn't show QCTL grabbing
it in the first place. However, it is working now thanks to a workstation
entry in QINTER with *ENTER rather than *SIGNON.

Did you watch it during the IPL to see if the sign on screen changed? If
you really wanted to be sure you could put the subsystem work station
entries back the way they were, comment out the STRSBS QINTER from your
start up program, and do another IPL. DSP05 should get a sign-on screen.
Then start QINTER manually and see if DSP05 gets re-allocated. I realise
that may be difficult to make an opportunity to do this - depends how
strong your curiosity is.
