I recall that REXX/400 allows you to create variables on the fly ...
I haven't seen it for years (5-ish), but I'm sure it can do it.

You need to put your devious hat on for this one.
(never tried this but should work)

do a STRDBG in your cl program and then do a
CHGPGMVAR PGMVAR(&VARIABLE) VALUE('whatever')
