God I hope not. That would mean a different breach of security. Users dont have 
the authority to RSTLIB etc, that would mean either someone in operations, an 
auditor or Information security. Thanks for the lead.

If Buck's idea doesn't pan out, how about trying to find what job you're
actually connecting with on the AS/400? Is it possible someone installed a
3rd pary FTP server?
