QUTCOFFSET is used by SMTP if you send mail through your 400.

When creating a new command for DST (http://hkrebs.dk/adkdst.html) I scanned 
the documentation about QUTCOFFSET. I found that
OS/400 uses this to nothing at all, except that it's an attribute of the
system reported e.g. when sending alerts. Does the ftp
protocol at all care about other attributes than file name (which is
needed as a part of the 'address')?

Main purpose of QUTCOFFSET is (as I understand it) for user applications.
