During the Y2K crush, though many needed an API or other facility to 
reconstruct lost source for PRTFs, none came out of IBM. It was a good deal for 
source-recovery companies but not for customers in a bind. I seem to recall 
that IBM would offer to create an API for any customer who wanted to finance 
the effort; but that might be faulty memory.

<disclaimer>
I do not begrudge source-recovery companies one bit of what they might've 
earned. There was/is a niche, and I think they fill it well. (Of course, that 
doesn't help you. But if they could do the R&D, I guess you could too, or 
possibly license some technology.)
