The activity level is an attribute of the subsystem pool.

The pools are specified when the subsystem is created. ( see CrtSbsd )

Pools either have their own memory and activity level or reference one of the 
shared pools in the system ( WrkShrPool ).

The routing entry in the subsystem points the job to the pool that it executes 
in. ( AddRtge ).
