You should be able to get away with configuring the modem to start at 9600
and negotiate downward.  When connecting to the system that requires 9600,
no problem.  When connecting to the system that requires 4800, your modem
should negotiate down to 4800 and connect properly at that speed.

This would be configured in the modem.  You may be able to configure it via
buttons/switches on the modem, or you may need to attach it to a PC to
configure it.  You need the modem's user manual to determine how to
configure it.
