1. You can tell the FBI via http://www.ifccfbi.gov
National Infrastructure Protection Center

This is a slick operation which has been having a roller coaster of media
good & bad attention which can be disruptive to DC politics.
Basically it is a data base for police involved in investigating computer
crimes, to help those who are working the same criminals from perspective of
different victims to get in touch with each other, and also it has
information to help the victims.

I don't remember what the letters CERT stand for, but they seem to be at the
center of identifying threats & notifying the people who need to act upon
them.
