IBM4600 printer

I have a customer who has an IBM4600 printer.  They are getting licensing
messages for PFS/400 ("Grace period will expire...").  They do no fancy
stuff, just plain text printing. They've changed the device config so that
AFP=*NO, but then couldn't print to the printer. Do they need PFS/400 in
order to use this printer?
