I'm betting it's authority.

QTMHHTTP needs *R authority to any file you want to server.
It also needs *RX authority to every dir in the path of
those files.

QTMHHTP1 needs at least *USE authority to any CGI
programs/CGI libraries that you are running CGI in.  Also,
any files used in those programs this profile also needs the
appropriate authority.

If you still can't figure it out, post your HTTP config and
we can at least rule that out.

For more info on the errors, the IBM online docs for HTTP
configuration and admin to talk about them.  My eRPG book
also touches on a few of the more common errors and the
possible solution.
