Apparently not, unless the order the interfaces are made available during
IPL is unpredictable.  As an emergency work around, I changed the startup
pgm to remove the new ip interfaces, start tcp and all the rest of the start
up work, then as a last step to add the interfaces back and start the web
servers.

This is working but I'd rather get it configured right.
