SAVRST authority issue

I was wondering why when I save a program with private
authorities to a save file and then restore the
program to a different library I lose the private
authority.

For example:
Original Object PGMA

        Owner. . . . BOB
BOB      *ALL
PHIL     *CHANGE
*PUBLIC  *CHANGE

Saved to a save file (SAVOBJ) and then restored
(RSTOBJ) to a different library.  Resulting authority:

Owner. . . . BOB
BOB      *ALL
*PUBLIC  *CHANGE

I can't figure out why the authority for PHIL is not
applied to the new object.

Any ideas? Am I missing something?
