Saw this back in Dec. after doing V4R3 to V4R4 upgrade.  Telnet and 3270
users connecting to the AS/400 were not able to get into the system.  In our
case, it was caused by the QCRTAUT system value being set to *USE.  This was
required by Federal Regulatory Agency audit findings.........

When V4R5 was installed, the Create Authority parameter on the library QSYS
got set back to *SYSVAL (was *CHANGE at V4R3 prior to upgrade).......The end
result was that users connecting to the AS/400 did not have *CHANGE
authority needed to allocate or create a new *DEVD.  They would get the same
message you reference below.  We fixed it by changing the Create Authority
parm on the library QSYS back to *CHANGE.   We also deleted the *DEVD's that
were problems here and let them re-create at the next sign on request.
