Um, I was surprised upon reading this today that there were no responses to your post. In my experience, we have had to be on IBM maintenance to be able to order cume PTFs via ECS. Non-IBM maintenance customers otherwise had to fax their cume PTF order to IBM.
When you order your cume PTFs through ECS, is IBM the provider? Or your maintenance company?
