I can have multiple session on multiple machines from my desktop.  Run jobs 
interactively and in batch.  But I only have one keyboard to enter all the 
stuff.  So I do it one at a time.
Can I be counted as more that one user?

Yes that is correct, mainframe, UNIX box, Windows etc..... but I think your 
interpretation of session may not be the same as ours.
On the AS/400, I can edit one member, while browsing another, in edit mode use 
F15, 
The same with the mainframe and UNIX.
In windows, I can still only sign into the network with one id/one session, BUT 
I can run different software, EXCEL, WORD, ACCESS etc.
As far as "Do your financial statements include some measure of $ profits lost 
because of this artificial productivity governor imposed upon you by the 
outside body?" How does one measure this? How can profit be lost, when it 
was'nt gained in the first place? Could we be more profitable with multi 
sessions ?--- probably, but these are limitations placed on us by the feds. 
Could they make cars speedier by making the bodies lighter,  probably, but 
those pesky Feds are there again, with their ideas of safety and security.

Does this rule apply only to the 400 or does it also apply to Windows?
It sounds to me when you say every platform that it does.
One Client One Windows Application open at a time.

So if I want to do cut & paste between e-mail & a word document or between 
one of those & a web site forum or between a web site & an internal how-to 
manual

Copy whatever where I am
Close that application & open where I want to Paste
Paste whatever
Close that application & open original to get the next copy from place

While my example might sound ridiculous,
so does the rule they are imposing upon you in the 400 world
