I saw a reference in an IBM Software Knowledge Base item that reminded me of 
another alternative.

Although you can't prevent users from seeing or handling spoolfiles that they 
own if they have access to the necessary commands or menus, you can control 
whether or not they own the spoolfiles.

Consider using group profiles for your users and then the following:

 ===>  chgprtf QPJOBLOG splfown(*CURGRPPRF)
or
 ===>  chgprtf QPJOBLOG splfown(*JOBGRPPRF)

This way, joblogs will be neatly segregated and the users won't see them at 
all. Might not fit your need exactly, but who knows?
