(Opinion only, based on what's worked well for me.)

Things might be different now, but the way I recall it is that memory is always 
moved out of *BASE into the pool that needs it. And if *BASE doesn't have 
memory to spare, memory must first be moved from some other pool into *BASE and 
then to the pool that needs it. (I think that's part of why it's called *BASE 
in the first place though that's a pure guess.)

From that, it follows that you don't want tasks running in *BASE; you want 
*BASE to be only a spare memory holding area as much as possible. Don't have 
batch jobs routing into *BASE, but have them in a separate, probably shared, 
pool instead. This includes normal IBM-supplied jobs such as QZDAxxxxx and 
QFTPxxxxxx, etc., as well.

And from that, it would follow that you wouldn't want nor need *BASE at 
priority 1. Make its priority somewhat lower to make it easier for memory to be 
taken whenever and wherever it's needed. With no tasks running there except 
ones you can't control, the memory will be (mostly) freely available.

As a side benefit, you will get a much more accurate picture of your memory 
requirements. If you constantly see a lot of memory in *BASE and you know 
nothing's running there, then you have more than you need. And if *BASE stays 
near the minimum, you can know in advance that you need more because it's 
always being used elsewhere.

Keep in mind that this should only work if you keep jobs routed to pools other 
than *BASE.
