I attended a seminar recently from one of the outfits in the 400 Security Biz 
... they partnered with IBM to get at OS stuff that customers normally not 
have access to.  It may be that this kind of company has tools to help 
monitor a good count of real users (persons) that can be used by other 
Business Partners to help their customers audit license compliance.

By companies in the 400 Security Business, I mean outfits like

I got these urls by copying from multiple places & may have some 
misconceptions as to whether they really in this biz

There may even be a market for a solution shareable by many business 
partners, if none of these outfits now have such a tool

then there's the companies that are experts in remote configuraiton 
irrespective of what non-IBM stuff is hooked up to the 400 such as
