You are assuming IIR is run by competent management. There are lots of stories that perhaps should not be repeated here about other companies that behave in peculiar manners sometimes like the management is not thinking in terms we might identify with. How come IBM for long time 3rd rate marketing of 1st rate computery vs. competition 1st rate marketing of 3rd rate computery? How come SSA (inventors of BPCS) borrowed so much money from bank that the interest on loan was greater than their annual profits, and how come the bank let them get away with this for years & years, until they went bankrupt (have now been bought out by GT - new company is SSA GT)? And the answer is that sometimes the people who run companies are in a different universe of mentality of what makes logical sense.
