As always, it depends.
You should consider using an overlay (OS400 object type *OVL) for static
form elements that don't change from page to page.  In essence, the overlay
replaces the pre-printed elements.  In this case, you will fit the variable
data like item number, description, etc. around your overlay, just as you
would for a pre-printed form.

If you have dynamic elements, you should look at page segments (OS400 object
type *PAGSEG).  Imagine your phone bill's long distance section.  On page 3,
the AT&T logo may appear 3 inches down the page, but on page 5 the Sprint
logo might appear 6 inches down.  In this case, you are fitting the graphics
in and around the variable data, much like adding another heading to an
existing report.
