I think it's more like a "if we have to spend all of this money anyway, why not move to a platform where we won't get stuck in this kind of a situation again" kind of thing. Secondarily, they can replace the IBM proprietary stuff and go with the kind of gear that college kids are being trained on, which means they don't have to rely as much on curmudgeonly old dinosaurs. I'll leave opinions on the validity of the reasoning up to others.
