It was a movie that was out in the mid 70's I think (if I remember correctly...)

It was set in the future and two problems (#1) there had been food shortages and (#2) there was a problem with what to do with the old and infirm, etc.

Well "Big Brother" came up with Soilyant Green (or however it is spelled) and EVERYONE could eat. Problem #1 solved... Of course then some enterprising folks found out that the solution to problem #1 was the solution to problem #2... (Soilyant Green was made from them...)
