The fact is that if the separate companies maintain common ownership, they're always going to be working for the collective benefit of both. New management wouldn't be enough. Heck, even new ownership may not be enough! Consider how tempting it would be for a new CEO of Ms-App-Co. to cozy up to Ms-Os-Co. After all, they've got a pretty good thing going. Once again, I'll point out the MS/Intel relationship as a convenient example of this type of cartel behaviour.
