Any command that specifies RTNVAL(*YES) can only be run in environments
where you can specify a variable name for the keyword(s) that return values;
that is, they cannot be run from a command line, QCMDEXC, etc.

On your CRTCMD you cannot specify *ALL, *BATCH, *INTERACT, or *EXEC for the
ALLOW keyword.  *ALL is the default.  To allow the command in all
programmatic environments you should specify ALLOW(*BPGM *IPGM *BMOD *IMOD
*BREXX *IREXX).
