I would setup a DB2 server on anything but Micro$oft.  Write your
applications in any language you please using SQL to access the data base.
Graphical applications that serve screen shots to the clients via HTML, Java
or VNC would be best.

(Hey don't flame me for giving my Opinion. ;-)  I would avoid C/S
applications.  They are to unstable and difficult to update all the clients.
Downloading programs from the server is also a bandwidth hog.
