You might want to take a look at Surveyor/400.  You can get a free single
user license and you can DL the code from their website IIRC.  It's
graphical rather than text based.  We use DBU 5.0 (6.0 will be out at EOM
and we will upgrade) and are also currently looking at Surveyor.  It depends
on the user.

DBU(Data Base Utility) by PRODATA Computer Services Inc, is the Best in my
opinion
