This is a bit difficult.  How do you know what "half a month" is?  Is it
based on the "from" month, or the "to" month?  Half of January is 15.5 days,
while half of February is 14 (or 14.5) days.  How do you know which to use?
However, once you figure out what the days cutoff is, then you might want to
try the following technique:

1. Add the "days cutoff" to the "to" date
2. Subtract the "from" date from the "to" date

I would try this with a WIDE variety of dates before putting it into
practice to make sure it fits with what you expect.
