Putting on Cum C1100450 - Uncertain

Running V4R5M0.

Trying to put on CUM C1100 & have the following situation.

Step 2 says to check for PTF SF65164.  If the PTF is there & the status is
"Temporarily Applied" or "Permanently Applied", you are to go to a certain
step.  My status shows as "Superceded By SF65630".  Obviously this does not
match the instructions but it has been superceded.  

Any ideas on what I should do next?  I am inclined to go to Step 5 which
bounces around the Load & Apply of SF65164 but????????
