What I was basing my comment on was the method in which I've seen Maxell label their tapes in the past. However, prompted by your email, I went to their website to see if things had changed. Their documentation says that the HS-8/160 tape has a capacity of 7.0/14.0*. If you read the * note they have the disclaimer about the 14 GB being drive dependent. This would indicate to me that it has an uncompressed capacity of 7 GB and a potential capacity of 14 GB. I don't have an explanation of why you encountered a HS-8/160 tape that is labeled 3.5/7.0, since all I can find on Maxell's site indicates a capacity of 7.0/14.0.
