We are using Powerlock (http://www.softlanding.com/powerlock/index.htm) to help monitor exit points. It is a highly functional package - there are many other packages available as well, so don't limit yourself to testing just one. OS/400 object-level security is the best place to begin - only allowing certain users access to objects with PUBLIC *EXCLUDE authority. There are many ways to implement this (user profiles, group profiles, authorization lists) on the object level. For instance, create an authorization list for each agency and secure their proprietary files to the authorization lists. I'm sure the gurus will have much more to add than I could.
