Chris,

If you CFGTCP (configure TCP/IP) you can control how many jobs are
automatically started for each TCP server.  You can also stop certain
servers from starting.  E.g. if you aren't going to be using the AS/400 as
webserver, make sure HTTP is set to not start automatically.  This will
minimize the number of jobs running, as you will only be running the
necessary servers.
