Click on Information Center. Select V5R1. Click GO. Look in the right-hand
frame for Memo to Users, below and between Overview and What's New. Then you
click another little link to get the PDF file.

I found much V5R1 information here.  But where did you find the memo to
users?  Do you have a more direct link?  Sometimes I find it better to
right click on a page and copy/paste the link from the properties.  The URL
at the top often doesn't change and is designed to force you the most round
about method.
