You're thinking of the traditional Chinese calendar, while the Republic of China (the ROC) is actually Taiwan, which was established in 1912, which is officially year 1 in that country. 1984 thus marked the 73rd year of the official ROC calendar. On the other hand, while the mainland Chinese have been marking time for a LONG time, their official calendar is actually the good old Gregorian calendar. The other mode of timekeeping is the era system, which begins at year one with each new emperor (this is part of the reason that the ROC restarted at 1 when they established themselves as a separate entity in 1912 - the new government was the new "era"). However, some people use the reign of Huang Di as the beginning of Chinese chronology, setting the current Chinese year at either 4637 or 4697, depending on how you calculate it. Interestingly enough, this is not the highest year in any calendar. The traditional Jewish calendar is currently at year 5759, with year 1 being the year of Creation.
