Hmm, a couple of things to check:

Is it set up in DST to use an Ops Console or a Twinax Console ?? 

Are you using the PC as a dial-up LCS ??  If so, you need to do a "request
control" - and have a bit of patience - I've seen it take as long as two
minutes for the console display to come up - the 5250 emulation will come up
immediately, but the screen remains blank for a while.

Finally, if you reboot the PC and it still doesn't come up after two
minutes, you may need to reactivate the comms line to the opsconsole -
select 25, 26 and then 66 on the control panel.  This has not failed me yet,
however you end up with an SRC on the Control panel, which will not go away
until you IPL.  Grrrr. Maybe it's fixed at V5R1 - I hope so :-).
