This clearly was a feature far back into the System/38. The way it works is that is the QSYS/QSYSMSG *MSGQ exists certain messages are diverted there from QSYSOPR, and other messages are duplicated there. Although IBM is inconsistent about if the technique is diversion vs. replication, security messages tend to be diverted there, whereas DASD failure/power management messages seem to be replicated there.
