Externalized DB I/O and Web/5250 User Interfaces -- MIDRANGE-L

Following is a proof of concept.  The same DB I/O module serving both 5250
and Web user interfaces.  This is a learning experience for me, and your
comments would be appreciated.  Based on our discussion of the last few
days, the error handling is probably too simplistic.  But, here's what I
have so far.
